EWIA Response to the European Commission on the Digital Networks Act (DNA)
Brussels. 18 June 2026. EWIA welcomes the Commission’s efforts to strengthen Europe’s digital infrastructure and provide greater investment predictability through the proposed Digital Networks Act (DNA).
As the voice of neutral host TowerCos, our sector plays a key role in enabling efficient, competitive and sustainable connectivity across the EU, including in rural and hard-to-reach areas. The neutral host model has proven its value by supporting investment, enhancing coverage and service quality, promoting infrastructure-based competition, and contributing to sustainability objectives, while operating in a well-functioning market.
EWIA broadly supports the DNA’s move towards a proportionate and investment-friendly regulatory framework. In particular, we welcome the emphasis on targeting genuine market failures and preserving competitive dynamics. At the same time, it is essential that the framework remains balanced to continue incentivising investment across the connectivity value chain. While the overall direction is positive, several areas require further attention to ensure the DNA effectively supports deployment.
These include improving the practical implementation of small-cell rules, enhancing transparency and harmonising EMF frameworks, and ensuring that spectrum measures strike the right balance between predictability and competition. In addition, the proposal does not sufficiently address key cross-sector dependencies, notably timely access to electricity grids, which is a critical prerequisite for network rollout.
Finally, the extensive reliance on implementing and delegated acts risks creating regulatory uncertainty and undermining investment confidence.
EWIA stands ready to engage constructively with EU institutions to ensure that the final framework provides the necessary clarity, stability, and practical enablers to support the timely, cost-efficient, and large-scale deployment of digital infrastructure across Europe.
